Now I've had it.
They've decided to do away with the "pre-approved bidder" feature.

I always use that if I list something that is expensive or I really need it to sell because I want to not have people who are new or have zero feedback.
I am not trying to penalize newbies... not at all. I have tons of stuff they can buy. There are just SOME things I sell that need protection from the actions mentioned below.

These 4 things have happened to me one too many times...

1) the bidding will go along great and then at the end, a newbie zips in, bids and doesn't pay because they don't understand the whole process of eBay.

Yes I get the final value fee back, but guess what... ebay doesn't give the listing fees back. So if I paid for a featured listing, too bad.
Unless I am wrong about that part, someone please let me know because I have been screwed out of some listing fees.

2) a scammer will create an ID, bid, win, pay thru paypal, then after I ship, they reverse the charges.
I may eventually win the money back through PayPal, but only after many headaches and wasted time AND I still don't get my listing fee back from eBay

3) Someone I am uncomfortable with bids, so I cancel their bid. They then create a new ID, bid and don't pay

4) The high bidder has changed his mind and doesn't want the item anymore... so instead of asking me to cancel his bid, he creates a new ID, outbids himself and then doesn't pay.

Now, you can only make it so people with a NEGATIVE feedback rating cannot bid.

eBay is a BUYERS marketplace. They cater to and care about buyers more than sellers.

Okay, now that I've complained, I have to go because I'm trying to get some things listed =)

Under your MyeBay preferences you may block low feedback or negative feedback bidders on an auction by auction case by case basis.

Can't block LOW feedback, just negative.
It's the ZERO feedback I want to block, which they do not allow you to do.

Yep ... and I recently had an auction shut down because eBay stated I violated the "Inapropriate Bidder Terms" policy (which doesn't even exists) there is a section in their help pages that states a buyer can exclude anyone form bidding and if a bidder bids against your terms (which would indicate you could list requirements in your terms) then the seller can report the bidder as an unwanted/malicious bidder.

However, eBay feels that I am placing unacceptible exclusionary terms on my auction for which they give no guideline or policy in order to follow.

To be frank ... I am getting really irritated at their trust and safety department.

I'm one of the only sellers in the wholesale list market who is trying to set up legit auctions and steer people away who might accidentaly bid thinking they are purchasing a tangible product. However, eBay keeps penalizing me and allowing my competitors to get away with deception and fraud.

I understand eBay relies on members to report bad auctions but I can't believe the stuff they have been running me through.

I'm working on a complaint against eBay that I will be sending to eBay corporate management but I don't know if it will do any good.

It's sad because I used to have such high regards for eBay but after seeing what I have seen in the wholesale list market, I feel eBay is a allowing as well as facilitating fraud and not doing enough to stop it.

Sorry I don't mean to throw mud at eBay and turn this into a gripe session, but I wish something or someone would come along and hold eBay's feet to the fire and make them wake up in a lot of areas.

But ... I must digress if I want to play in their playground still, whether I like it or not, I must play by their rules.
