I didn't even know there WAS such a thing until yesterday.
How do people get coupons to spend on eBay? Where do I find them? What restrictions/tips etc do they commonly have?
I assume they're to benefit eBay BUYERS, but is there a downside for eBay sellers?
Anything you can tell me about these would be GREAT!

Great question!
I logged into my Paypal account and low and behold there was a coupon waiting for me there along with some other specials. (free shipping from certain retailers)
It's worth a try.

Some of the coupons offered by PayPal/eBay are directed at a specific region, a specific target market, a specific account class, or have other qualifying criteria.
Here's a relatively new site (http://ebaystrategies.blogs.com/paypal_coupon_codes/) that is attempting to collect available PayPal coupon codes all in one place. I don't know how accurate or up-to-date they are but you might take a look.

Most people don't know that a few experienced online auction users have started to document what they've learned on EBay and other sites. Furthermore some have chosen to provide this valuable information to the public for FREE! Well almost free; they do make you pay a $5 shipping fee to prevent scammers from taking advantage of them. I've found the one offered on www.highauctionprofits.info to be very useful, even if you're just using EBay. This particular kit ALSO happens to include the best places/ways to get current coupons/offers for both EBay and Paypal! Definately worth checking out.
