While I understand your frustration, this is the whole problem with the feedback system, there is sooooooo much room for people to abuse it.
Case in point:
Lady wins one of my auctions, decides she no longer wants the item (emails me that she spent too much). Instead of asking me about a solution, she leaves ME negative feedback saying I sent her an invoice too late(couple hours after auction ended) and she just couldn't possibly wait that long, she needed the thing right away (yeah, like I'm going to scurry on over to the Post Office at 9pm) so THAT'S why she didn't pay me. She also threatened to report me to eBay for "refusing to sell her the item" (which she clearly told me she didn't want). Uh-huh. Okaaaaay...
I win some lady's auction. She is new to eBay, and hasn't set up her PayPal account correctly. I submit payment THREE times, and THREE times the seller rejects my payment. After two months of this run-around, she sends me a nasty email saying how I better pay or else. I tell her that I tried, but something is wrong on her end. At this point, I am so frustrated, and I didn't really care anymore, so I told her that maybe it's best if we just both walk away, she agrees. Next day, glaring negative feedback complete with a portion of the email I sent her taken out of context. Niiiiice.
But, this is the problem with the "I'll only leave you feedback when you leave me positive feedback" approach. A family member of mine was brand new to eBay and bought an item from a man who lived in a neighboring state. The guy only wanted personal checks and said he would wait seven days for the check to clear. SIX weeks later (and the check long-since cleared), and the item had yet to be shipped. Finally after leaving an email and two phone messages, the guy finally gets around to shipping. Obviously, this is BAD service, espeicailly since he had the "guts" to cash the check weeks before. However, the guy had the "give me mine and I'll give you yours" attitude. My family member was forced to give the guy positive feedback so the guy would leave some for him.
That isn't fair, and that isn't what feedback was meant for. If eBay actually gave a damn (and why should they) about having a fair system, it would be set up so that you couldn't view what someone left for you until you left something for them.
That would also "force" people to leave feedback. Isn't it annoying when people don't? I have had about 3x's as many transactions as my feedback reflects, but some people are too lazy to write out a "thanks." And, I don't care how big of a seller you are, you should ALWAYS take time to thank your customer if they are decent people, and vice versa.
Just my thoughts, so please reconsider you newly adapted policy, and just do what's fair. There are always going to stupid people in the world and on eBay, but please don't abuse the system too.
