Hi Dmitry,

Unfortunately to sign up as an EBay member you need to credit card. They don't charge anything to it unless you sign up to allow your invoice to be paid with it monthly. It is used for verification purposes with the belief that if you have a credit card that can be verified then you are who you say you are and will be less likely to commit an EBay offense. (They started this about 2 years ago)

Sorry I did not have better news. I would suggest that you try emailing EBay customer service in order to ask them if there is any other way that you might be able to sign up and be "verified".
